Purpose of the plan

Comprehensive Assistant for Cultivation
Farmers get Rs. Will get financial assistance of Rs. 25000 / – per family in five sessions. This assistance will be given to small and marginal farmers. Assistance is provided for the purchase of inputs such as seeds, fertilizers, pesticides and use of assistance for labor and other investments.
Comprehensive livelihood support
Landless agricultural families will get financial assistance of 1500 / – per family. This assistance will be given for agriculture related activities such as small goat rearing units, mini-layer units, duckery units, fishery kits for fishermen, mushroom cultivation and beekeeping, etc. This benefit of the KALIA scheme is exclusively for SC /. ST class people of the state.
Help for weak agricultural domestic
Under Kalia scheme, weak cultivators / landless agricultural laborers who are unable to do farming due to old age, will also get financial help due to disability / disease or other reasons. Every vulnerable farmer / landless agricultural laborer gets to take care of their livelihood every year for Rs. 1,0000 / – will be given.

Farmers will get life insurance cover of Rs. Rs. 30 / – per year 2.00 Lakh Premium. All savings bank account holders between the age of 18-50 will be given insurance cover. Out of this premium, the Government of Odisha will pay Rs. 65 / – per year. Not only life insurance farmers will also get a personal accident cover of Rs 2 lakh. The premium amount of accident cover is Rs. 12 / – for all savings bank account holders between 18-50 years of age. Out of which Rs. 6 / – will be paid by the government. For those appellants whose age is between 51 years – accident accident premium will be paid by the Government of Odisha.
Interest free crop loan
The gram panchayats provided weak landless laborers, farmers, sharecroppers and agricultural families with zero percent interest at Rs.
Many benefits were provided to Odisha farmers such as: –
- Farmers will be given Rs 5000 as incentives.
- Total Rs. 25,000 was paid to the beneficiaries.
- The funds were directly transferred to the bank accounts of the beneficiaries.
- Landless farmers used to get Rs 12, 500 annually.
- Life coverage insurance policy of Rs. 2 lakhs on a premium payment of Rs. 330 has been made available to the beneficiaries.
- All the beneficiaries will also get contingency coverage of Rs. 2 lakhs at a premium of Rs. 12
Eligibility Criteria for the Scheme
To be eligible for Kalia scheme, applicants should follow the eligibility criteria given below:
- Applicant must be a permanent resident of the state of Odisha.
- Applicant should belong to marginal or minor category.
- Applicant should belong to BPL category.
- Any farmer who comes under the tax payment structure will not be allowed to apply for the Kalia scheme.
- If the farmer is working for the state government or central government or is associated with a PSU department then they are not eligible.
- Applicant must have a working bank account.
